Each grant layer has different frameworks, poses different questions to an applicant, and requires a suitable route.

Fiscal instruments

The foundation of many grant strategies is formed by fiscal instruments. These schemes are structural, predictable, and broadly applicable for organizations investing in development, sustainability, or digitalization, provided they meet the conditions.

The characteristic of this layer is certainty. There is no tender, no competition for budget, and no risk of funds running out. If an organization meets the criteria, the grant is available.

The second subsidy layer consists of national and regional schemes designed to accelerate transitions in a targeted manner. For example, by enabling investments, demonstrating innovations, or supporting collaborations.

In this layer, grants are not a given. Budgets are limited, and applications are assessed on their merits. The central question, therefore, is not only whether a grant is possible, but primarily whether it is strategically sensible to apply.
